UKSPILL2015: A Conference and Dinner held over the 3rd February 2015 at Donington Park.

The event was based around the theme "Oil Spills will always be with us as long as we live with oil; you need to know what we do and how we can help".

The annual event was organised and operated by the UK Spill Association, a not for profit organisation, which is supported by the Environmental and Maritime Agencies of the United Kingdom.

Jon Burton
Managing Director, Oracle Environmental Experts Ltd

Jon has been the Chairman of the UK Spill Association since 2013 and is the Managing Director of Oracle Environmental Experts Limited (OEE). OEE was established to provide environmental expert witness and technical services to a range of clients with core strengths in the assessment of environmental impacts, risks and liabilities associated with pollution incidents and contaminated land, particularly with respect to the assessment of risks to human health and the water environment. Jon has 18 years’ experience in the environmental industry and has worked for regulators, spill responders and remediation contractors with project experience across the globe. Jon has been a Member and Chartered Scientist with the Chartered Institute of Water and Environmental Management (CIWEM) since 2006 and is an Accredited Expert Water & Environment Witness through CIWEM and the Academy of Experts.

Stewart Ower
Managing Director, OHES Environmental

Stewart is Managing Director of OHES Environmental Ltd, a multi-disciplined environmental consultancy specialising in managing incidents for the insurance industry where the environment has been impacted. Stewart spent 10 years working for the Environment Agency (EA) investigating pollution incidents and formulating national pollution prevention guidelines for industry. Whilst at the EA he specialised in incident management and delivering environment protection training to EA officers and Fire Service specialist officers. Since establishing OHES in 2001, Stewart has grown the business to over 75 staff managing the emergency response to and environmental investigation and remediation of several hundred environmental accidents and claims per year. A Board Director of UKSpill, Stewart chairs the Spill technical Advisory Group (STAG) and takes up his position as Chairman of UKSpill in February 2015.

Roger Mabbott
Executive Director, UKSpill

Roger is the Executive Director of UKSpill and Deputy Chairman and Director of Interspill. He is highly experienced in the organisation and set up of new industry bodies in the marine, energy, environment fields.

Dr Nick Riley MBE
Keynote Speaker
Director, Carboniferous Ltd

Director, Carboniferous Ltd Dr Nick Riley MBE, C.Geol., FGS has been an international expert on Carboniferous rocks throughout his 32 year career with the British Geological Survey. His expertise has been deployed in a variety of ways, including surface and subsurface mapping of UK Carboniferous strata, coal, oil & gas exploration & development in the UK and Former Soviet Union, large civil engineering projects, underground radwaste, carbon dioxide and natural gas storage, as well as mineral exploration. In 2003 Nick was awarded an MBE by Her Majesty the Queen for “Services to UK Geoscience”.

The Scale Of The Problem

Mike Jenkins
Project Manager, Environment Agency

Mike has spent 11 years working for the Environment Agency and in consultancy. He worked as an Environment Officer; regulating sites, providing advice and guidance and responding to pollution incident before moving into consultancy, specialising in industrial regulation. After 2 years, Mike returned to the EA to manage an Environment Management team, covering Leicestershire and South Nottinghamshire; where he led a team of 10-20 officers. Over the last 3 years he has worked nationally on projects looking at how much pollution costs, how to reduce pollution incidents and more recently to modernise the flood risk regulatory regime.

Alan Dobson
Director, Questgates

A main board Director, Alan is a highly experienced adjuster who is recognised as a niche market professional in the area of Environmental claims and related issues on a global basis. He has covered practically every aspect of Environmental claims including Chemical, Hydrocarbon, Microbial and Radioactive Contamination incidents, both First and Third Party.

Michael Salau
Partner, BLM

Michael Salau Heads BLM’s Construction and Environmental Group and advises employers, contractors, engineers, architects and quantity surveyors on construction law, practise and procedures. He spent some time on secondment with Ove Arup and also acts for several major insurers and their construction and environmental clients. Additionally, he advises on a variety of non-contentious matters and contract drafting. As a member of the firm’s environmental group Michael also advises environmental consultants and companies on a wide range of contentious and non-contentious environmental issues. He is a member of the Society of Construction Law and the United Kingdom Environmental Law Association and the Technology and Construction Solicitors’ Association. Michael is commended in the UK’s two legal directories; he is noted in the Legal 500 for his knowledge of environmental and waste liability issues and is described as being ‘tactically brilliant’ in respect of construction matters, and Chambers UK quotes clients as saying they are attracted by his ‘ability to give us peace of mind on any problem’ and that he has ‘pulled off some remarkable settlements for us’. Also, Michael is described as ‘highly approachable, with a mind like an engineer’.

The Reality of Dealing with Spills

Derrick Luff
Overseas Project Manager, Fire Service College

Derek is currently engaged international projects for the Fire Service College, working with Government, and Industrial Sectors, notably in the Middle East. A total of 32 years as a Fire Officer at in Hertfordshire and Bedfordshire to Group Manager, joining the Fire Service College as a tutor to become Head of the Specialist Hazardous Materials Team. As lead for Hazardous Materials worked in close cooperation with the environment agency to develop joint training and integrated response capability for the Fire Service to deal with spills and incidents to reduce impact on the environment. Advisor to the New Dimension National Resilience Capability and Coastguard Agency on Hazardous Materials and CBRN. A member of The National Co-ordination Group for Mass Decontamination, Environment Agency Strategic National Fire Service Liaison Group, and Chemsafe Transportation Working Group. Consultant to Bangkok Airport, building a Rescue and Fire Fighting capability, for the airport to open and go operational. On behalf of the College have worked in many parts of the world including, Saudi Arabia, Bahrain, Thailand, Poland, Taiwan, Nigeria and the Caribbean as well as Kuwait.

Spill Analysis & Recovery

Dr. Antonio Peña-Fernández
Public Health England

Antonio is a UK and European registered toxicologist and a fellow of the Higher Education Academy. Antonio joined Public Health England in March 2013 and is developing the chemical and radiation recovery tool for the recovery and remediation of the environment following an accidental or deliberate release. The recovery tools are based on the UK Recovery Handbooks for Chemical and Radiation Incidents, and are applicable for the remediation of contaminated food production systems, inhabited areas and water environments.

David Smith
Technical Director, SAL

David Smith is Technical Director for the Scientific Analysis Laboratories (SAL) group. He has an MSc in Analytical Chemistry, together with over 25 years’ experience working in Environmental Analysis. He has worked the last 14 years at SAL’s various locations across the UK. His current role includes overseeing and managing all R&D within the different laboratories. He guides the implementation of new technology and efficiencies that ensure SAL is at the front of it’s current markets. He is also actively involved in the expansion plans and set up for new and developing market streams.

Hugh Neatherway
Divisional Manager, Spill Response, Cleansing Service Group

Hugh is a fully trained microbiologist and biochemist. He has worked in the waste industry for nearly 20 years, following a varied career in academia, industry and R&D. Over the last 10 years he has managed a dedicated spill response team for Cleansing Service Group. Hugh has managed the response to many hundreds of incidents, ranging in size from a few litres of car sump oil to half a million litres of diesel fuel lost from a storage tank. Along with other investors, Hugh has been involved in the continuing development of soil toxicity testing as a tool for contaminated land site investigations. Cleansing Service Group is one of the largest privately-owned industrial and domestic environmental waste management groups in Britain and operates from 23 sites stretching Cornwall to Kent and up to Middlesbrough. CSG is a founding member of the UK Spill Association.

Innovations and Experience

Andy Nicoll
Advocacy Manager, OSRL

Andrew Nicoll (Andy) is the Advocacy Manager for Oil Spill Response Limited (OSRL), managing the company’s programme of external stakeholder engagement. He first joined the company in 1989 following 10 years as a deck officer in the UK merchant navy. He has worked both in industry and government, managing a Tier 1 response base for BP and as a Counter Pollution Officer for the UK MCA respectively. He has tactical response experience gained at over 30 spills in UK and Europe, and in 2010 performed as Technical Advisor to the SCAT Programme Manager for the Macondo incident in the Gulf of Mexico. He is an Incident Manager as defined in the company’s Approved Competency Management System has also held positions as the Principal Trainer and Operations Team Manager for OSRL prior to his current assignment.

Danny Matthews
National Manager, Darcy & Export Sales Manager, Ayles Fernie

Danny has some 9 years’ experience as a Commercial Diver in the N Sea and Middle East and has some 18 years working in training and sales roles in the Environmental Sector. Following the acquisition of Ayles Fernie by Darcy in 2013, the AFI business has benefitted from the sales and product experience which Danny Matthews brings to the business in the role of Export Sales Manager.

Mark Orr
Joint Managing Director, LCM Environmental

Mark is the joint Managing Director of LCM Environmental, a Multi product company doing anything to do with safe fuel management from tank cleaning, compliance testing and management of all sizes of fuel facilities from fuel terminals to forecourts to sites with single fuel tanks. LCM offer Nationwide spill response, nationwide tanker service, nationwide emergency tank testing, tank cleaning and tank inspection services. In responding to a spillage a responder has to bear in mind the wider corporate impact of a spill to the stakeholders of the client company: its customers, the public as well as regulatory authorities. In his talk Mark Orr of LCM Environmental will discuss his experience of how client companies have managed this in the past and some thought on how CSR in spill response should be managed.

UKSpill has grown rapidly as an independent organisation since 2004, leading to membership expanding 3 fold to over 100 companies and individuals by 2014. Members represent all aspects of the UK oil spill response and clean-up industry including not only the leading providers of manufacturing technology, responder services and consultancies, but also smaller companies, academic and research organisations and also individuals concerned with the effects of oil spill. UKSpill members are renowned for and offer world class standards of prevention, preparedness, response and restoration of oil spills. UKSpill is a not for profit company owned and driven by its members, it operates with a small board representing all sectors of the industry.
